Single programming document 2023–2025
Introduction
This Single Programming Document (SPD) of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) covers 2023–2025. It is presented in line with guidelines for the SPDs and consolidated annual activity reports of decentralised agencies that were adopted by the European Commission on 20 April 2020. In this document, the substantive work is structured around the three main areas of work defined in the EMCDDA Strategy 2025, namely health, security and business drivers.
