Due to Russia's invasion of Ukraine, and in line with the EU position, ongoing and planned bilateral engagement between the EMCDDA and representatives of Russia and Belarus has been suspended with immediate effect. Following this position, the EMCDDA Management Board has decided to suspend the Memorandum of Understanding between the EMCDDA and the Russian Federation, signed in 2007.

Russia is the EU's largest neighbour, brought even closer by the EU’s 2004 and 2007 enlargements. A Strategic Partnership based on four Common Spaces is the framework for relations with Russia, which is not part of the European Neighbourhood Policy (ENP).
