Description

Successful implementation of any policy response depends on a range of factors that will need to be considered when planning or reviewing policies or programmes.

Visual description: Three concentric circles show the factors to be considered in stage three of the action framework. From the left side of the diagram an arrow facing east departs to the concentric circles. This arrow is called Response chosen. The innermost of the three circles depicts Implementation, and from it another arrow facing east departs to the outside of the concentric circles. This arrow is entitled Assessment of outcomes achieved. The middle circle is divided into three key questions. These are: Who delivers, Where, and What is delivered. The out circle provides further elements for each question. Who delivers includes three elements: Structures and coordination, Human resources, and User and community involvement. Where includes two dimensions. One is in-patient and community. The other is National and local. What is delivered includes three dimensions: Evidence-based, Quality, and Coverage. Outside the concentric circle the diagram lists on the top left corner three Contextual factors and influences. These are Policymakers and public support, Resources, and Systems and organisational culture. On the bottom left corner, three Knowledge bases are listed. These are Quality Standards, Guidelines, and Monitoring and Evaluation.
