Drug injecting challenges public health policy
Introduction
Drug injecting is rare. It is stigmatised by the public and, on the whole, by drug users themselves. But, though limited to a small minority, injecting accounts for most of the severe health consequences of drug use in Europe today, such as drug-related deaths and infectious diseases. Reducing such consequences is the second target of the European Union drugs strategy (2000–04).
